A recent change by the Indiana General Assembly to the school funding formula has created some confusion about the cut-off age for children to start kindergarten. The kindergarten entrance law, IC 20-33-2-7, still requires a student to be 5 on or before August 1st to officially enroll in kindergarten. However, the budget bill, HEA 1001, which was passed this spring will allow for school corporations to receive funding for “early entrance” students enrolled in kindergarten, if that child turns 5 on or before September 1st. For the 2018-19 school year, districts did not receive any funding a student whose birthday was after August 1st even if the child met the district’s early entrance requirements.
At DCSC, our current early entrance board policy allows a child whose birthday is between August 2nd and September 15th to appeal for early entrance consideration. This appeal must be made no later than June 1st, and the child must participate in the kindergarten registration assessment process. The decision on whether a child is allowed to enter kindergarten early is based upon the child’s kindergarten registration assessment and the availability of space in the kindergarten classrooms.
